Business teacher Rajagopalan has been arrested and jailed under the Pokcho Act for sexually harassing students at the Padma Seshadri School in KK Nagar, Chennai. Rajagopalan's actions such as coming out of the bathroom with a towel and conducting a half-naked lesson while conducting an online class shocked Tamil Nadu.
Following this, various parties had requested the Government of Tamil Nadu to publish guidelines for online education. Currently, the Government of Tamil Nadu has issued guidelines on the protection of school children from sexual violence and online classes.
• These guidelines apply to all schools affiliated to all Education Boards in Tamil Nadu.
• Student Safety Advisory Committee "will be set up in each school to continuously monitor student safety and evaluate its activities. The committee will consist of the head teacher of the school, two teachers, two members of the Parent Teacher Association, one member of the school administration, one non-teaching staff member and one non-school outsider as required.
• The school education department will create a control room at the state level within a month. A hotline and personal email facility will be set up at the center to make it easy for all parties to voice their grievances.
• The Student Safety Advisory Committee should immediately report any complaints received by them to the CentralComplaint Center (CCC).
• The Center will not only register complaints but also provide all the guidelines to be followed by the concerned organizations. The center will have well-trained versatile professionals. All communications of the Center will be protected from encroachment.
• Steps will be taken to provide annual training to all school members to have a full understanding of the sexual offenses specified in the POCSO Act. An orientation module related to this will be developed and provided by the school education department.
• A module will be developed and provided by the school education department to improve security in schools and ensure self-audit.
• At the online learning-teaching event, teachers are required to dress modestly to suit the classroom environment.
• Complete recording of online learning-teaching events and periodic review of those records by members of the Student Safety Advisory Committee.
• Safety boxes will be placed in the school premises for easy communication of complaints and comments of students. The Student Safety Advisory Committee will review feedback received from students and take appropriate action.
• The Student Safety Advisory Committee will maintain a separate record to record all complaints received at the school. The complaint must be recorded in this register in any manner (including oral).
Awareness programs on 'Child Abuse Prevention Week' will be conducted in all schools every year from November 15 to November 22.
