Homeless beggars also have to work. The government cannot give them everything they need for free. Moreover, the Mumbai High Court has opined that the number of such people will increase if they continue to do so.
Prajesh Arya has filed a public interest litigation seeking an order from the Mumbai Municipal Corporation to ensure that homeless beggars in Mumbai have access to three meals a day, clean drinking water and hygienic public toilets.
The bench comprising Chief Justice of Mumbai High Court Dipankar Dutta and Justice GS Kulkarni heard the case.
The court dismisses a public interest litigation filed by Prajesh Arya seeking an order from the Mumbai Municipal Corporation to ensure that homeless beggars in Mumbai get three meals a day, clean drinking water and hygienic public toilets.
The court accepted the response of the Mumbai Municipal Corporation: "All poor, simple homeless beggars in Mumbai are provided with food parcels with the help of voluntary organizations. Women are provided with sanitary napkins."
The court held that there was no need to order other assistance beyond this.
He added, "The homeless beggars must also work for the good of the country.
The number of such beggars will only increase if the government ensures that the three meals a day are nutritious food, sanitary water and clean toilet facilities, as requested by the petitioner.
But, at the same time, we also order the government to take appropriate action to ensure that homeless beggars use toilets free of charge.
Thus the judges said.
